US Bank's Cash+ Visa Signature card has an option for bill pay which gives 5% cash back on utility bills and even insurance payments.  Check it out:

Re: Great Credit Utility...

Not as good as US Bank+ but the Discover More gives 2% CB on utility payments (maybe autopay only, not sure) including cell phone etc...

Re: Great Credit Utility...

If you are unable to get approved for the US Bank Cash+ card, you should also try the Amex Fidelity Investments credit card as they give you 2% cash back on all transactions.

Re: Great Credit Utility...

US Bank Cash+ is almost exclusive to upper FICO scores, 740 and above. YMMV of course, but they no recent baddies and established files are key.

Re: Great Credit Utility...

Assuming your scores are accurate, most of the top tier cards are gonna take a little more work to get. I would google "reward cards for fair credit", and use as a starting point. As the baddies fall and your profile gets stronger, apply for better cards...
