i don't think there are too many cards that do that. penfed promise is one; i have one card (wells fargo) where i can send ANYONE a check via online bill pay at 15.56 percent apr up to 6.7k
for quite sometime now, wells fargo has sending me invitations (pre approvals) for a unsecured line of credit. it would be 8 percent apr, but with a 25 dollar annual fee. otherwise i would have considered it.
