Has anyone changed products with Chase AFTER February 22, 2010?

Upon closer inspection of the 'benefits' of my Southwest Chase Visa, I decided it was not worth it to keep and decided to try and PC to a Sapphire or Slate. CSR says product changes are no longer allowed due to the CARD Act. I find this nowadays a convenient and 'canned' excuse for companies. I would like to know if anyone has PC'd a Chase card without Chase initiating, after 02/22/2010. Thanks!

I switched from a plain jane Chase card to a Chase Freedom card about 2 weeks ago. I had originally called to get a new card because my old Wamu card had snapped in half. Once I received the new card, I asked the CSR if I could do a PC and he said I could switch to the Chase Freedom.
