I just received the latest statement for my credit steps Capital One mastercard and the apr has unexpectedly gone down from 19.99% to 14.90%. No letter or anything. Does this happen often? All I need now is a cli as if that's going to happen...

this is around the time when alot of banks do thier thing and review accounts and change terms... so maybe thats why.
