Well, this is true only because the 4506-t option selected is "Return Trancript." There are other transcripts available that do show standard payment plans and lots of other information. So you should be very careful which option you check when you authorize someone to obtain your transcripts. You can go directly to the IRS website and request your own transcript to see exactly what you are authorizing others to see.
