Hit citi love button w/a balance?

Would the increase amount be greater if there is no balance on the card, or is the amount set no matter what your balance is? Any experiences with this?

I hit it twice on two accounts with balances.. first time they gave me nice increases.. This month they decided to take AA and chase my balance.  $3,500 on $13.5k card, is now a $3,500 balance on a $3,650 limit card.  (recently rate jacked from 5.24% to 29.99%)

My 0% promo balance of $7800 on a $9500 card is now a $7800 balance on a $7850 card.

Citi is now on my list to never recieve another dollar of my business.  All balances and transactions will now go to PenFed, 360FCU, Navy FCU, and Discover .

I had my card since July.  I am still waiting for the luv button to appear.  Citi is the last to show me luv.  So far Discover, AMEX and BOA all showed me luve within 2-3 months of having the card.
