How Many Years Post BK Did Citi Approve You For A Card?

My BK was discharged in Sept 2009 and I got a Citi Secured card in Oct 2009, used it PIF paid on time, fast forward 3.5 years, card unsecured, but they won't give me a CLI (limit is stuck at 200.00) denial reasons are due to public record on CR and balances too high in relation to credit limits.  I am paying down my debt

 

I wanted to see how many years post your BK discharge did Citi approve you for a card and what kind of card it was.

9 years post BK, Citi Dividend.

BK in Sep. 2004, approved for Citi Hhonors Reserve and Thank You Premier this month..
