How bad is apping with zero balance reporting on all TL's ?

Specifically for Barclays ?

I've done that when I applied for US Airways and Rewards and had no issues with approval. You may only have a few points of loss because of optimization, but it was not a showstopper by any means for me.

Now go forth and rape and pillage on that application!

We can't tell you that there is an impact of X points.  It is never just about the action but about one's credit and how the action factors in.  All we can say is that zeroes across the line are worse than 1 balance reporting.  Whether or not one can get approved with all zeroes or not again depends on one's credit but one would be in better shape with one balance reporting.  Whether "better" is significant or not can vary depending on one's credit.
