I'm sure you know this already about HSBC, but I believe their pre-qualify is very detailed so there's a lot more than the usual score that's being evaluated. I believe many have tested this and has shown to be income and/or residential specific -- I'm not 100% sure how it went without spending a little time searching again. Example: Rent vs. Own, plus the monthly amount being paid compared to your income you've entered. It's basically tricking the system to change the outcome.
Same with Capital One's pre-qualify... if you select Average Credit, then you will get their low-limit tier of cards. If you select Excellent Credit, then it will display their higher tier cards.
Again, these are pre-qualify -- not guaranteed approvals.
I say their pre-app system goes foofie from time to time. I would some times qualify for all of their cards then the next day, only secured card...

lately i've been getting pre-approval offers for discover about every other week (seems it used to be every few months before this recent spate)
That's ridiculous. What's your util like?
I just opted out before closing my mortage on 03/24 so I'd imagine once I opt back in about closing, I'll get some.
You'll probably get all kinds of crap anyway, because of the mortgage reporting.
It takes several weeks/months for you to start getting offers once you opt back in.

But I agree about the foofie-ness, and I've seen it on other sites, too. It's always fascinating to see what, if anything, AmEx is offering me. I would say that it varies by the phase of the moon, but it seems even more random than that.
I never really heard or seen anyone opt back in before... hummm, just curious how that works?!? Meaning, I've never seen an opt-in option before.

You can opt-out or in at the same place: Opt-Out (or in) Pre-Screen
