How do I know when Citi would be willing for SP CLI?

I heard Citi gives CLIs on SPs in the credit linme increase section of their online, and the verbage chages slightly. Is there a spcific period of time this happens? (like every 6 months), and do the yadvertise this? (via snail mail, email/message on their online banking?)

I've had my citi forward for a few years now, and it always says it will be a HP for a CLI, so I just never click the button.
