It just depends. I have 30 inquiries that I know of for sure on EX over the last 18 months and 20 plus on EQ and TU and yet I just got approved for every card I applied for (even Target). I know EQ and TU only look at the last year, but it's still more than 20 on each of those
DCU thinks 3-4 in a six month period is excessive...
a dozen.
In the last two days I was approved for 1000.00 each for a Citi Simplicity and Discover More :
6 inquiries at Experian (zero in the last year) ,
22 inquiries at Equifax (9 of them within the last year).
Most issuers will be weary with 6+ over any 12 month span. It doesn't mean they won't approve you, but require some kind of reason for the inquiries.
i have 12 total at the moment over all three reports.4 over a year old 5 in the past 6 months which one was a checking account that pulled eq. i have not been denied for anything in the past 3 months.
i hope thats not too much for amex. (just to start the backdating process)
and my cosigned car loan/lease.

It really depends on the lender. GECRB not so much but Citi thinks 2-3 is too much.
+1 when I went on my app spree I had over 15 on each report (mortgage related) Amex didn't care. Chase cared but they were fine once I explained them during recon. Discover cared a lot (I don't know if its because I already had a card with them and they didn't want me to have 2 cards) Nfcu did not care. Gecrb did not care. Scores were above 680 in Feb when I apped

Amex isn't very inquiry sensitive at all.

This would be my first Amex.
That's good news. After i start Amex I won't applying for anything in the forseeable future.
So if auto is lumped into one. I'll have 13 total. And two more fall off by year end
With amex charge cards they are not as inquiry sensitive. I have no knowledge in regards to their revolvers
