How often does Amex update offers?

I click the pre-approved offers button on the amex site every few weeks and it is always "we're sorry...". I check my soft pulls from experian regularly and have never seen an Amex soft. I can only check softs on TU/EQ once a year, but have done so in the last 3 months and again not seen anything from Amex. I know my scores aren't awesome (plus scores all over 700 at this point, ck 678, tu vant 824, eq fico 685), but thought at least maybe a zync? I had a green card charge off in 1988 (idiot college student) and am wondering if I am blacklisted or if my scores just aren't in the pre-approval range, etc. or if they just haven't updated since my scores have improved. Thoughts?

I honestly can't remember. I know the card was closed and I may have paid it off or not. I went to a small liberal arts college and lots of drugs were involved. There are whole semesters I can't quite remember (despite my 3.6 gpa).

I have not opted out. I get offers from discover and chase with some regularity (via mail) and used to get credit one/cap 1/orchard/1st premier, though those have dried up as my credit has improved.
