How should i approach a CLI?

I was wondering for my Elan Financial Card, of which i have since i believe 2011, so 2 years almost 3, i have asked only a couple times for an CLI from my starting $500 - $1000 but has been declined every time, and was thinking about trying again. It has been longer than 6 mos since i asked actually maybe a year. So i was wondering if i get the declination letter should i call them, and mention what though? I have had 100% on time payments, and generally pay 100% once in a while i cant pay it in full but usually pay a large chunk.

Always call you have nothing to lose.  Explain the positives you listed and you want there card to be your go to card but difficult with the CL you currently have. Be courteous and positive. Call more than once if needed sometimes you get a customer service rep having a bad day. Good luck
