Each website is slightly different.
Chase: on your account screen to the right, about in the middle of the screen it says Transfer Balances. (I always have 'not available on your account')
Discover: on the top menu choose Account and you'll see something about transfer balances
Citi: I can't help you because since I don't have any, it doesn't show on my account. I chatted the other day to ask and they said yep, it doesn't show on your account as an option if you don't have any.
