A little more from their fine print in case anyone was looking.

Earn 1% Cash Back on Purchases
Earn 1% cash back on all your purchases, with no cap on the amount you can earn and no category restrictions.

Earn an additional 1% Cash Back as you pay for those purchases, whether you pay in full or over time 
Just make sure to pay at least the minimum due. You don’t have to wait until you’ve paid off a purchase to earn cash back on each payment.

What Earns Cash Back
You earn cash back on all your purchases and on payments based on your purchases. You do not earn cash back based on balance transfers, cash advances, account fees, interest, or returned items

I just realized it doesn't seem to have a signup bonus, so I guess I wouldn't be missing out on anything by going with a PC.

Contacted Citi Bank and they will accept new card applications for the Citi Double Cash Visa/MasterCard Card effective Thursday August 28, 2014 or as was already posted product conversions effective to Sunday, September 7, 2014. Exciting new card product.
