Most CU secured credit cards don't charge an annual fee (compared to $20-75+ for others via banks).  As long as you do your homework, they should report to all 3 credit bureas.  CU's are generally percieved as having more stable business models and less likely to drastically cut your credit line or jack up your interest rate at a moments notice.  Also many pay interest on the security deposit.
