You need to be a member of the Navy Federal to get the card.  There are a number of ways to become a member.  I was activy duty for a while but... I did not sign up while I was active.  I got my membership because my dad was a member and still had an account with them.

 

In a nut shell, if your not active/retired/reserve you can be a DOD active employee or retired. Or you can get it from:

 

"FAMILY MEMBERS including grandparents, parents, spouses, siblings, grandchildren, children (including adopted and stepchildren), and household members. Once your family members have joined, their family members are also eligible for membership."

 

For more information they have a thing on their website that asks you a few questions and lets you know if your eligable.
