CapOne is a low to mid quality CC company - and results are often unpredictable. Bottom line though is they aren't going to handle your improving circumstances the way one would think makes sense (i.e. grow a good customer relationship). You don't say how your scores, utilization, etc. are looking but why not identify a good Credit Union and apply there.
Do you live an an area where they have bank branches (like the Washington, DC or Texas areas)? If you do it might be worth going in, in person, and talking to a branch person, they offer a whole different menu out of the branches.

Yeah that CSR is full of you-know-what. My income on my Cap1 app is listed as $148,500 and my limit is still $750 to this day.
