Yes they are,and that's what they told me .

I had account with them in 1995  and  it was include in BK  in 1996  .

So i apply in last oct 2007 ,and i find out it was decline because of my previous account with them in 1996 .

Can you believe that  ???

Oh yes I believe it.  Target, believe it or not has some prety tight lending practices.

Welp, guess I'll cross this one off my list!   I BK'd them in 2006 but was hoping to get another chance one day!  I just spent $300 in there the other day.  I love Target.  I wish they knew how much I loved them, lol.  *Singing: Oh, baby gimme one mo' chance, baby baby gimme one mo' chance!  I promise I won't hurt you again!

I had been thinking of the Target card for a while since I shop there often. But seeing the low CL an rare increases others were getting, I just ended up getting the debit card.
