If my util is already low, will a cli increase my scores?

I normally pif on all my cards except 1, that one usually is around 150 (4k limit). Wondering if cli on my GE and NFCU cards towards the end of the year will help my score My cards:

2011 Cap one platinum 1750
2011 Orchard bank 1000
2011 Cap one rewards 4000 (just increased from 2500
2010 GE Care credit 7000 (just increased from 3300)
2013 NFCU cash rewards 2500 (just opened this wk)

And cause positive results with scores

Before you app think...
Have you done your research of the CC?
Does it fit your spending?
Do you have a plan for the bonus w/o going into debt?
Can you afford the AF?
Do you know the cards benefits? Is it worth the HP?
