My request too was declined.  Notably, I have not had a CLI with Citi in several years.  Can you recon a SP decision?

Don't think Citi is given to CLI's without a HP at least on relatively new accounts <1 yr. But when they do it's definitely been worth it on my end x3 like Amex.
Crapper 1 doesn't hold a candle to them.

CreditMagic7 - I have always called the phone number on the back of the card with Citi and stated no HP. It worked even on new accounts going back to 2009, note not all SP requests were approved. However, as stated elsewhere in this thread the real answer is as elusive as the actual CLI. Others have not had the same results. Go figure...
