You do know that 6500K means 6,500,000, and 4000K means 4,000,000. "K" means to add three zero's to the end. Just being technical here

We can't tell based solely on what you've provided. FR's aren't just a matter of credit limits granted but I doubt it's likely that AmEx would grant you a limit and then FR versus FR'ing before granting the limit if they were concerned. Additionally, it seems like you may be conflating FR and income verification.

First off, you would not be subject to a Financial Review, but rather a Verification of Income. Both processes use the 4506-T, but the impact on your use of the AMEX cards is entirely different. With the instapproval for the Simply Cash, no, you didn't get the request for the 4506-T for verification of income, so that's not an issue right now.
This action might have some remote possibility of a Verification request, but only if you were able to get to more than $25k in total personal card CL (excluding the Simply Cash). Even this seems doubtful, because it would only put you at $23,500 in personal CL, presuming you asked for the 3x on the EDP. And even at $25k, it seems unlikely that you specifically would get a Verification request, as it depends on how confident they are in the truthiness of the applicant's annual income statement.
