Digital Federal Credit Union (DCU) has a secured card that reports to all three CRAs with no AF!

Before applying, you must first join DCU by opening a share (savings) account. You must qualify to join DCU, but you can do so by donating/"joining" a partner non-profit for a very small amount. Or maybe you could call and ask if they would process your application first.

Multiple reasons at the time. Too few accounts, past baddies, thin file (short credit history). 2nd time was more of the same, but with a longer history and maybe 1 baddie (4+ years old) at the time.
