What are your scores? What is the APR on these cards?  You need to open a new card and do a BT to lower your utilization, or try doing a debt shuffle with your current lineup to eliminate interest.

A loan with another bank would be another HP. Wells Fargo is not going to share your credit report with other banks
There are a few places you can get prequalified on a SP but generally you will get a HP when you officially apply for the loan
