Juniper/Barclays and Universal Default

A note from my recent statement on a Juniper/Barclys card:
 

IMPORTANT ACCOUNT NOTICE

Please note we do not engage in a practice known as "Universal Default."

Universal default permits a credit card company to increase your APRs simply because you

fail to make a payment on a loan with another lender or your credit history contains other

negative information.

The slide from grace is really more like gliding
And I've found the trick is not to stop the sliding
But to find a graceful way of staying slid

Yea, but they raised my wifes APR to over 30% when we where never late. Maybe because of the balance carried?

Yet, they are sending her 8.99% offers in the mail for the same exact card. Can she get approved for the same type of card twice?
