It just means they wanted to veryify you are who you say you are.
And I don't know what is wrong with Discover's CLs either. In 3 months you can ask for a CLI.

Oh, for all the credit cards I have applied for recently, Discover is the only one that I have to provide my ID and proof of address.

Discover does both SP and HP CLIs. Call/chat with a CSR and tell them you want to try for a SP CLI. If a HP is required, they'll let you know and give you the option of backing out.
