Not sure it'll make that much difference, 20% is not an ugly utilization at all.
In my opinion, it's to everyone's benefit to get a low APR card for future defensibility purposes especially if there's no AF associated with it; in the situation described I'd take it gladly. Local CU's are a good thing too.
