Yes, paying your balance down does count as activity, but you may want to charge a coffee or put gas in your car from time to time in order to keep the company happy

Making monthly payments to pay down a balance definitely counts as activity. You don't need to put new charges on it while paying it down.

IMO, I don't think that CCs would close you for inactivity if you are carrying a balance and paying it down with monthly payments.
If you have cards that are totally inactive ( no balances or charges ) I would use them at least once every 3 months.
