I know this isn't on your specific list but I know comenity at times has seemed willing to lower apr. Specifically got my ann Taylor mc lowered to 15.99% not that long ago. I'd have to guess with best buy being citi you should stand a decent chance with them.

the ones you list do not offer lower APR's
a few select store cards have tiers but otherwise store cards are usually over 20% and many these days are starting to be 24.99-28.99%!
use for the discount or 0% if they offer it but don't carry balances!
