You can opt-out (or back in) by either phone or online. I was automatically opted-out when I requested a FA b/c I feared potential id theft based on a few funky things that happened all at once. I couldn't get an offer on the BofA site, and decided to opt-in to try the link. It took about 4 weeks for the offer to change from a secured card to one of three credit cards.
