they can be an odd bird... but my partner got $30k and his might even be higher than 17.99!

I had no offer and received $10k with 22.99 after 0%

If you need time then Citi is the way to go with 21 months 0% and a 3% BT fee. Just sock drawer the card once it's paid off as outside of future 21mnth offers,  it's pretty much useless.

Very unlikely that Citi will give anywhere near the needed SL. Cap One and Chase Slate are the best options imo.
Maybe DCU? I'm not sure what limits they offer, but they have a promo right now!
