Lower APR on HSBC GM Mastercard

Has anyone had any luck receiving a lower APR on a GM Platinum Mastercard issued by HSBC?

I have an account with a $4k CL and at the time of application I had a 730. Had the card for 8 months, no balance.

I am thinking of closing it out, since they are my highest APR card at 23.99.

Is there any AF? If not, why does the APR matter if you don't carry a balance? If there is no AF, I'd just sockdrawer it.
