I am thinking of apping for a card in a few months with a low APR that I would keep hidden away if I ever need to carry a balance. Does anyone know of some with low APR?
I am not refering to the ones with an intro APR of 0%, but rather a non intro APR. So far the best I have found is a local CU with an intro APR of 2.99% for 6 months then 4% after 6 months.

Those rates are impressive. I wonder if you have to be a member though...and how big of a credit limit they give you. I thought I had a decent card with my Barclaycard Ring but this is less than half of that APR. Incredible.

I intend to apply for membership this week, and then app for this card if I can not find one with a lower permenant APR in a few weeks once I PIF my NFCU and have it report. I will report back soem data points.
BEFCU Platinum VISA, as low as 4.99% F (higher than the prime rate lock card you had listed, but also fixed and not variable APR).

ETA: according to the web page linked to in the OP, the prime rate lock card would also appear to have an AF of $50, if I am reading the T&Cs correctly?

You are correct, it has an AF of $50 and the variable rate is equal to the prime rate listed in the WSJ.

OP, you could also look into Unify Financial CU; they have a variable rate card that is currently 5.74%.

The last time I can recall checking with them online and over the phone prior to my later phone application, BEFCU's web page made some mention of a potential geographical restriction to California residents and possible other local Cali membership eligibility organizations. However, the geographical limitations may possibly no longer currently be as strict, b/c I live near Washington, DC and was able to apply for the card over the phone some months ago and was successfully approved for it. In any event, I applied for the card first by phone, then once approved, was able to become a member of the CU with no issues after providing pay stubs and POI. If they can approve me outside of Cali, I don't see why they wouldn't be able to similarly approve other interested customers, and so they might now be able to be apped for without geo restrictions, as far as I am best aware?
As far as the Unify variable-rate card at 5.74%, it is easy to get the variable-rate card at the lowest APR, regardless of the assigned SL. For instance, assuming your FICO Score 2 values are 740-750 or higher, they will approve you at the lowest 5.74% V APR, no matter what SL limit you are given.
