Was that a special promotion?  Terms and Conditions now say rate is:

13.99% to 23.99% based on your creditworthiness when you open your account.

Why tolerate lenders willing to charge you such high APRs?

I do not borrow at all from a credit card, yet! The something is planning for an issue I hadn't anticipated. It seems many good people seek credit with out fully understanding the terms of service. Many folks plan to PIF, but look at the many who don't. Call APR awareness Insurance you never need to use, but have if need be. OK?

Re: Lowest APR on Rewards Cards

Chase Ink Classic is 10.24%, PNC Cashbuilder Visa Signature is 12.99. Most I have are at 20 or over if I recall correctly. I care more about the limit than the rate.

Most people don't carry balances so rates aren't important. If people do plan to do it, they would be somewhat mad to do it on a rewards card, instead of a card made for carrying a balance.

And even better with the 25% bonus on $100 redemptions.   So that 7.99% is a great rate for such a good reward card.
