Update: Macy's said that my husband would have to reapply but he would be eligible for a new account.
I called Macy's for my husband and the person I spoke with was surprisingly helpful, I explained that my husband had a Macy's account that went to collections but that he paid it off and he was interested in reestablishing a relationship with Macy's. I gave her my husbands information and she wanted to know if he currently had any credit cards open that he has had for 12-24 months I told her he did. She said that all he needs to do is apply in the store. She was adamant in letting me know to tell him not to apply for the Macy's Amex but he needs to apply for the store card lol.
I asked out of curiosity if they still had the "Macy's rehab" program and the lady said "oh yes" but you would have to owe on the account and be paying it off in full to reopen the account.
There's a few things on his credit report that I am trying to clear up so I'm going to have him wait.

Sounds promising!
Apologies for bumping up an old thread but this rehab program if it does exist, how would that effect your old balance once reopened, wouldn't the delinquent amount still be on a person’s CR?
What if you IIB them? Would it have to come off your report....or what?

Is there anyway to just get them off your report, I personally have no interest in having an account with them. I just would like them off my report = \
Time....
