What you would do is go online and pretend you're booking an award Stay, and when you select a room it should say "you have an e-certificate that matches this stay"
I've had trouble booking a certificate and cash stay, I've been told you need to make two seperate bookings if you want to do it online, or you can call up the silver (or gold or plat depending on your status) reservation line and they can do it no problem.

If anyone is looking for this, all you need to do is go to Google, and type in Marriott 70 and you will start to see a list of suggestions all related to the CC offer. There are a few of the travel web sites which discuss it. They have links.
