Merrill Lynch Credit Card application needs review

I applied for the Merrill Lynch cc and did not get an "instant approval" but a "decision could not be made and needs further review".  It stated I would get a written response within 30 days.  Is this an instant decline?

I got the same 30 day message last night. Try calling 1-866-408-2769 to check your app status. I did that an hour after I got the 30 day msg and it said congratulations your approved. If you check your credit report most FIA cards start showing up within a week of the app if you got it too.

Thank you for the number.  I called and the automated did not have my social in the system and the service rep said it is still being reviewed.  I will try in a couple of days.
