I got the "needs further processing will notify via email" from Citi. Is this a polite way of saying you are too sorry of a person for us to give a credit card to? I'm joking about the sorry person part.

No, this is common.  Just means they are going to do a manual review of your application and CR.

If I remember right they will send you an E-mail if you checked the box to agree to electronic notification.
