"Free / Cheap" smartphones generally lock you into a two year contract with a monthly payment plus a monthly payment for a data plan.

Should is up to you to determine. It's not a one-size-fits-all matter. Read up and determine if it suits you. Don't just respond to offers. Go after the cards that you need/want. Limits depend on your credit and income -- not the card.
