My first-ever credit card junk mail!

And it's not even from Credit One! It's from Cap1. QSR, normal APR multiplicity.

 

Question though... I'm not 21 yet and I never did the opt-in. Was that legal of them? I don't have a Cap1 card but I do bank with them.

My guess is that since you bank with them, somewhere in your ToS they have you allow them to do that. You're over 18, so anything is legal

Because there provisions I'm the CARD act that regulate marketing to persons under 21 years old

Give me a break. The OP banks with them. That's why he/she got marketing material. Not even a pre approval because of multiple apr's...unreal.
