AFAIK, BBVA likes to see established history before they can review for CLI. Honestly, 2 months out the door is too soon for them, so not surprised they didn't grant it. Wait 6+ months and you can give it another try. It will be another HP though - something to think about. If denied for CLI, they typically do not reconsider IIRC.
