I asked NFCU about that on chat, and they didn't have a schedule. They just said that spend offers occur periodically. This is the card I'd go for from NFCU at this point. However, I planned on using Discover for dining in Q3, and dining is how I'd meet the spend on this CC. I think I'll wait until next time, unless the upcoming NFCU AMEX makes more sense for me.
