Anybody know how much should one charge on a card with 1700 line. Should I carry balance or pay off. And when should I ask for the first CLI? Any help would be appreciated.

Realistically, you probably want to stay under 30% utilization when the statement cuts.Is this your only card?
You should ask for a CLI a week or 2 after you get your 3rd statement... somewhere in that neighborhood

I've got 3 cap one cards 1500, 1100, and 300. Barclay 1500, Merrick bank 1400, NFCU 1700, FCU 500, Pier 1 1500 and 20 dept store cards.
EQ 602, TU 632, EX 634

You should not carry a balance, you should pay it off. As often as you can.
And you should let either no balance, or a small balance, report.

My further advice would be (a) look for an opportunity to consolidate the Cap One cards, and (b) sock drawer, and gradually ditch, the store cards and the Merrick card.
