Aren't they obligated to loan out like 80% of their cash? I think I remember hearing that somewhere. Could that be why they are so generous to give high limits? Has anyone else heard that?

I don't think they would HAVE TO but it might be a ceiling of sorts that they can lend to do stay very liquid... unsure.
