Less then a month ago, I upgraded Go Rewards Visa to a Cash Rewards Visa and I got a CLI from $3000 to $7500.
So, a few days ago I receive a letter in the mail stating, Congratulations we are upgrading you to Cash Rewards Visa Signiture Card, you should receive you card in a few days..
My questions is, what should I read into this?
Should I ask for another CLI since I'm getting the signature card?
Or is this the norm and it's really nothing at all?

Have you seen anything when you look at your account online? I think that visa signature just means your at least at $5000. So maybe since you already have that you will have to wait.
Since Navy has a Visa Siggy cashRewards and a regular cashRewards their system must have detected you had a non-Siggy account when you were over the 5k threshold for the VS version. Did you request the CLI or was it automated? If you requested the CLI I would wait three statements before requesting another one as to avoid a HP. If you requested the CLI did you ask for the full 25k? NFCU will always counter with lower if you're not approved for the full amount. With my Flagship card (it was a goRewards) it was at 2,000 and I requested a CLI for 25k, it immediately came back with a counter-offer for 10k which I immediately accepted
