Need advice please

I've been gardening for about six months and really want to app for Amex BCE and Chase CSP.  Heres my profile, tell me what I should do...

Auto Loan - 19 months 

CCs:

Barclays $1250 lim, 12 months old

Chase freedom $1300 lim, 6 months old

Chase slate $200 lim, 12 months old

Discover It $1000 lim, 6 months old

Cap One $500 lim, 6 months old

BofA $1000 lim, 6 months old

Fifth Third $500 lim, 4 years 9 months old

about 15 student loan accounts totalling around $25k

25K income

AAoA 2.4 yrs, credit history 5.1 yrs

12, 14 and 15 inquires on ex, tu and eq

...The only negative information on my profile is 3 of those student loan accounts show as 180 day late payment back in 2010, but they are have all been reporting OK since 2011.  Currently my UTL is at 55% (obviously I would get it down to about 1% before I app but I dont want to right now if I'm not going to pull the trigger yet, my payments are all coming up).  I need advice about what to do and approval odds! Any feedback would be awesome, thanks!

i have heard for the CSP -  you need at lease 30k income

and wirh your credit file!!! I would not app !! Sorry

Amex is a no go either

what is your utilization?

Your income is a tad too low to really benefit from the CSP....Then again, you could get it just for the sign-up bonus, I suppose.
