Usually there is a limit on a credit balance of an account, so if you had a $6 balance and tried to make a $500 payment, that won't work. But making a $25ish payment might work, it depends on the lender. Try $50 and see if it works.

Another thing, I also suggest trying to get the increase for this. You have a legitimate reason. If they want to HP, you can always look into other options. But try the easiest method first, and then move up in difficulty from there.

How about buying a gift card worth the difference? ($30) then when you go to the payment screen apply the gift card first and it'll bring the balance due down to $500 (your CL)

and I called Discover and the refused to give me a CLI as my account is under 3 months old. Even a temporary CLI was impossible if that was even a thing or if I made a fool of myself on the phone xD.

You could mail Discover a check for say $200, then when it posts to your account you'll have a negative balance.  Then purchase the XBOX.
