From Chase Marriott web site, I see a total of 4 Marriott cards. Two are Permier and two are non-Permier. Two are personal and two are business. It seems the non-premier cards may be no fee cards for people when they downgrade. Not 100% certain.
I think I once saw one with a lower AF. I don't think it was actually a no-AF card.
IMO, if paying an AF either way, it's probably worth it to pay the higher AF and take a gamble that travel plans will include a lower-category Marriott (for the annual night on the Premier).

I pay the fee for the Premier.
I don’t look at it as an AF though. I consider it as prepaying for a $150 room at a heavily discounted rate.
It’s a no-brainer when you look at it that way

For some people, it's certainly a good value. Others find the category restrictions a hindrance.
