Odd experience with converting Citi CC

I called customer last week and asked to convert my Thankyou card to Forward card, I was told that by regulation I had to wait for 45 days in case I change my mind then they will mail out the card. Well, guess what, It has only been 6 days and I received the new card in the mail today!

My question is if I don't active it now, can I still use the current Thankyou card?
