@They are with Capital One. I've have a Visa Sig card with them @ 14.99% for years. My other cards are with Discover and Citi.
With Capital One, you'd have the option of combining the crummy card into the good one. That way, you'd still have the benefit of its credit limit.
But as others have said, if there's no fee, there's no harm in keeping it open. APR is irrelevant if you pay in full.

I forgot who my second choice was, but you named the first one. CapOne is hard to get to move on many things, APRs are one of the hardest things for them to do anything with.
